Education for All Handicapped Children Act (1975)
to ensure that children with disabilities have the opportunity to receive a free appropriate public education, in the least restrictive environment.
Until that time, many states had laws that explicitly excluded children with certain types of disabilities from attending public school, including children who were blind, deaf, and children labeled "emotionally disturbed" or "mentally retarded."

Summary
Federal legislation and policy has a significant history related to early childhood and family studies.
There is a Science of Early Learning.
The U.S. is applying this science to enable all children to be ‘school ready’ & to have opportunity for optimal development.
This is seen in education, policy, & social welfare movements.
All of this has made a significant difference in millions of lives….and continues to face challenges in serving all that are in need.
