Chapter 2 page 39

1- Since raising taxes is unpopular, so many candidates who run for president "promise" people to not raise taxes. Many people don't understand the importance of taxes and what it does to the government. For example, "during recessions, revenue levels fall and need increases simultaneously, creating budget gaps" (Rubin, p.39). Therefore, governments are more susceptible to raise taxes.

Question: What are ways to educate people on why raising taxes is a difficult promise to keep? Would you use the media, brochures, presentations, etc.? Would this change when engaging with different social groups? 

Chapter 2 page 49 2- In our reading this week from The Politics of Public Budgeting, we read about various taxes and tax breaks to create funding for local, state, and federal government.  On page 49 it says, "The process of expanding a tax break over time from the original purpose, which may have made sense, to others that seem to serve no public purpose, is also illustrated in a tax deferral like-kind exchange"(Rubin). Tax breaks are good for business and governments.  However, if the tax break stays on the books for many years, it seems the original purpose of the tax break seems to get wrap or lost.  Sometime the tax breaks leak over to other areas in which it should not have been.

Question: Should tax breaks be renewed or reviewed periodically to meet the law?  Should tax breaks have expiring date?
