The competency for this module is:

Analyze the various healthcare delivery systems and models needed to address population health needs.

The Scenario

As the new business analyst for your health organization, you are charged with the task of completing a community needs assessment in order to support the Chief Executive Officer’s proposed mobile clinic unit.

Note: You are not actually completing a needs assessment, it is part of the scenario where you are acting in the role and acting in terms of drafting a preliminary needs assessment.

What is a Community Needs Assessment?

A community needs assessment provides community leaders with a snapshot of local policy, systems, and environmental change strategies currently in place and helps to identify areas for improvement.

The Community Needs Assessement

It identifies the strengths and resources available in the community to meet the needs of children, youth, and families.

The assessment focuses on the capabilities of the community, including its citizens, agencies, and organizations.

The Scenario, Part II

The unit will contain a variety of services including health education, medical and dental screenings, HIV testing, a syringe exchange program, and diabetes, asthma, and cardiovascular disease management services.

The Scenario, Part III

Your first step in conducting the needs assessment is to develop a draft of the proposal of the assessment for your CEO’s approval. Once the CEO has approved the assessment proposal, the complete assessment will be conducted.

An executive summary

Description of the community’s population

A discussion of the potential barriers

An assessment of key indicators that the clinic is necessary

Recommendations for resources

A survey instrument

Executive Summary

The executive summary should outline the challenges facing the community. You are free to use any community, even your own.

The goal of the executive summary is to describe specific challenges – for instance, what are the various health challenges to be addressed?

Description of the Community’s Population

What is the average age, median income,

educational status, and other relevant factors

describing the community.

What % of those between the ages of

18 years of age, etc.

A good resource may be the Kaiser Family

Potential Barriers

Research – there is a great article that I located entitled “How do mobile health clinics impact patient access to care?”

This was a very good article and I think that it (and articles similar) can help you to formulate your own list of potential barriers.

Remember, your survey instrument actually serves to support the clinic. One disorder or one community concern is unlikely to be sufficient in gaining support for the clinic.
