You have your current state of less than 1% are proficient English speaker. You should include a Desired state. The desired state should be realistic. Has the anyone ever stated an expectation? There are a number of ways you could determine that. One could be to look at the number of students who express an interest in going visiting, attending college, or working in English speaking countries or organizations.

In the end, you do need to come up with some desired expectation. Without including a desired state, you will not have a way to measure implemented solution is successful. It could be something like, in five years we would like to raise that number to 5%. This will be a long-term solution.
