Select a topic of immediate importance to your local community or workplace. (my county of Prince Georges County, Maryland) or you can use your's also but then address accordingly.

Your paper would be addressed to an audience such as the local City Council (plus the Mayor), and it would be chock full of compelling local information, details, and examples.

Also, you need to include a fully annotated list of references on a separate page, formatted correctly with current and highly credible sources.
