For the essay portion of the final, you will read an article regarding a local water plan to extract groundwater for LA (link below). Los Angeles is growing and will need to secure water for growing population. Given what you have learned in this course, write a response to the plan outlined in the article. Clearly state if you agree or disagree with the plan. You must support your opinion using details from the article. Your response should be no less than 350 words. You will be graded on clarity, organization, structure and use of details to support your perspective. Feel free to use any information from past discussions or relating articles on the subject (just make sure to cite). The essay will be score out of 20 possible points.
