The World Health Organization (WHO) has advocated a singular, worldwide standard protocol (uniform treatment protocols as well as uniform precautions protocols) for all physicians for the course of treatment for all universally accepted physical and psychiatric diseases (as determined by WHO), in lieu of each sovereign nation's having its own standards.  

Is this a practical and worthwhile goal of WHO? What are your best arguments that each sovereign nation state should not defer to the philosophy of WHO, and that each sovereign nation should take upon itself the necessity of of implementing policies and laws in medical care that best suit each individual nation?
