To what extent do you feel that our current public policies are addressing the current drought effectively?

There are 3 pages already done need two more using at least two of the articles below and also edit the 3 pages and try to include some of the articles in the whole essay. Question says..To what extent do you feel that our current public policies are addressing the current drought effectively? Identify what steps we might take (or are already taking) to help resolve the problem now and in the future.  I will include the assignment and two readings. Use the two readings to complete the essay try to be as specific as possible in resolving the problem which is in "California". Look carefully please.
