Critics have said that the use of "opportunity" Economic Opportunity Act was implying the individuals had some "deficiency." Do you believe that to be the case? Was it not, perhaps, that, in the rapidly changing world, that some within government realized that circumstances not under the individual's control had resulted in a situation where these programs would assist in providing an opportunity to "level the playing field," as it were? Would you agree with that statement? Why or why not?
