As you've seen, the most significant cyber attacks on private organizations have come from foreign governments. We expect the government to defend us against physical attacks from foreign governments. What about cyber attacks?

This is our first discussion topic this week, and it is extremely open-ended. I just want to know what you think the government should do (if anything) to defend private organizations (corporations, non-profits and even individuals) from cyber attacks by other nations.

There are so many different ways to approach this question. If you are having trouble getting started, here's a few questions to think about, but don't limit yourself to these: What do you think as a private citizen? What would you think if you were CEO of a large bank? Should the government be involved in actively defending the internet, or as investigator, prosecutor? Treaties with other nations?
