In reviewing the assumption of liability by a department, what must be proven by a plaintiff in order to prevail in a case involving negligent hiring?  Compare negligent hiring with negligent assignment, retention, and entrustment. What requirements are increased or reduced in proving negligent assignment, retention, and entrustment? What restrictions are placed on the plaintiff’s access to records regarding the latter? Why?
