In a speech commemorating the 10th anniversary of the 9/11 attack, President Obama re-enforced the importance of resilience noting, "These past 10 years tell a story of our resilience," he said, adding that the decade had proven "that America does not give in to fear", that "we hold fast to our freedoms” and had "shown America's resolve to defend its citizens and our way of life" (Aljazeera. 2011, September 12.)

In a paper, be sure to:

Assess the differences in the application of resiliency at the federal, state, and local levels of government.

Compare and contrast the use of resiliency within areas under governmental purview with private sector implementations.

Evaluate the concept of resiliency in its application to homeland security.

Propose a method for measuring resiliency.

Support your paper with a minimum of five (5) scholarly resources. In addition to these specified resources, other appropriate scholarly resources, including older articles, may be included.
