Students must develop a detailed strategic plan for a federal, state, local governmental, or private homeland security organization. The organization selected must have a clear homeland security mission.
The Office of Management and Budget (OMB) has established requirements for all homeland security strategic plans. Although each organization's strategic planning model will vary, all strategic plans inevitably include the same basic eight elements: vision statement, mission statement, core values, critical issues, goals, strategies, objectives, and a method for measuring success. Students must address these eight elements in their strategic planning project.
Students may demonstrate creativity and format their projects to best meet the needs of their homeland security organization. The minimum requirement for this project is 15 single-spaced pages of narrative with five additional pages of supporting material, which may include lists, figures, photographs, and tables that directly support the strategies developed. Twenty total pages are required.
