Explain the concept of picket fence federalism, using an example from local government in your city as a model.

This metaphor from former North Carolina governor Terry Sanford describes the quasi-integration of functions seen in intergovernmental management. Bureaucratic specialists and non-elected officials form the pickets in the fence. These individuals build long-term relationships over time with each other. These relationships are intersected by the elected political officials and political appointees (executive, legislative, and judiciary branches) of the federal, state, and local levels who are the crosspieces of the fence. These two structures of the picket fence are frequently at odds with each other.
