town noise ordinance policy

Look at the town, city, or county noise ordinance of the surrounding areas, preferably 20 to 30 (Hillsborough, NC). Find a copy of their policy. what times do they enforce noise ordinance? how do they measure if noise is too loud? Based upon complaints? Noise measuring device? Are they special provisions for historic areas? Do they allow outdoor music? 

This is not a paper. Its more or less possibly finding a copy of each noise ordinance policy which may located on each departments website (not 100% sure) and answering the questions . The police department I intern for wants to find ways to improve their noise ordinance policy by comparing and contrasting surrounding policies. Every policy should come from North Carolina.
