1) Thelma and Louise are neighbors. Thelma’s marginal benefit from snowplowing services is 12-Z, where Z is the number of times the street is plowed. Louise’s marginal benefit is 8-2Z. The marginal cost of getting the street plowed is $16. 
Find the social efficient level of provision for snowplowing services. What are three possible ways in which they can share the costs of snow plowing at the social efficient level and how much would each person pay under these three ways? Assume Thelma makes $90,000 per year and Louise $10,000 per year.
