The conception of democracy by Counterpunch magazine is quite novel. I have never heard the argument that democracy must entail granting full rights to those who lack citizenship (and may be here illegally). I'm not sure we should rely on definitions of democracy from Counterpunch, since it has a very clear far-left perspective. Their agenda of supporting full citizenship for undocumented workers is obvious.
