-Lax regulations for time limits, leading to unending benefits or secondary welfare system

-Missing regulation for drug-free recipients, proving eligibility for employment

-Mandatory proof for recipients to receive training, updated skills, or vocational training. Make an argument for additional state-funded training and recipient-funded training.
