First we must understand exactly what ethical culture simply means. Ethical Culture to many different people and work areas is to mean accepting standard of conduct and accepting the way something is done whether it be through behavior or simply by going by the standards that the department has.
I am a firm believer that the ethical culture can be changed within any department and it has got to start with the persons integrity and wanting to do what is right and within the standards and what is expected of them. The example I would like to utilize today is going to be something that damages the Department more than anything. I currently work for the Alabama Department of Corrections and we have many different Correctional Staff that will bring in drugs and cell phones and other contraband to sell to the inmates. This of course is a major fail in the ethical department and is something that could be improved within the Department. The Correctional Officer’s in Alabama are APOST certified just as Police Officers so you would think that the department’s standards and ethics to themselves would make them feel bad. However, something that may help improve this problem that is going on is the moral within the department and for it to trickle down from the administration in each facility to across the state.

I think that the first way the ethical behavior or any organization public or private starts is with the hiring process. There must be some ground floor principles that a person was either brought up with or learned. The next thing an organization must do is be consistent. This means that the whole organization from top to bottom his held to the same standard. To many times we see that the higher ups have one set of rules but the line staff has a totally different that are usually stricter than what the administration holds them self too. “Police integrity and ethics are fundamental to effective policing and help build trust within communities. Sound conduct by police improves community interactions, enhances communication, and promotes shared responsibility for addressing crime and disorder” (IT, n.d.).
In my police department this idea has been lost under the current administration. To many times as people make rank within an organization they forget their morals, values and ethics. I see everyday officers get heavy handed discipline for minor policy infractions while the executive staff gets nothing for theirs.
An officer was terminated for fixing a parking ticket. This meant that he went to the traffic officer pulled the ticket and then went to a judge and explained the situation to the judge who then dismissed the ticket based on what the officer told him. When the Chief found out there was an investigation and the officer was terminated for interfering with the judicial process. Within the same year a commander of a station went and pulled twenty parking tickets for owners of restaurants in his area. That commander went to a judge asked the judge to reduce the fines to one dollar each and then payed the tickets personally.
An investigation was launched and the after it was done the chief said that the commander did this to promote a better working relationship with the business.In the investigation, it was learned that these tickets were the owners of restaurants that the commander visits regularly and eats for free. Nothing was done to this executive staff member. These types of actions destroy the morale and credabiluty of an organization.
