Instructions

The City of Riverside requests that you write a legal memo to outline a series of potential environmental regulations that could be developed to reduce the environmental impact of the proposed expansion by RRE International on the environment. The city does not want a series of recommendations banning the expansion, but rather a series of recommendations that regulate the proposed expansion so that it has the least possible environmental impact. The city is particularly concerned about the impact that the proposed smelter will have on the environment and the increased amount of energy that will be needed to run the smelter. The city believes that RRE International is considering building a coal-fired power plant as the new energy source for the smelter. The city is also concerned about the water discharges that will be associated with the smelter. Those discharges are planned for the Long Trout River, which is a recreational mainstay of the city and the city’s primary drinking water source. Finally, the city believes that the company wants to build the smelter in a low-income neighborhood of the city. As a result, the city asks that you research and develop a three-part memo on the following issues:

  • Part 1 — Operation of the Coal-fired Power Plant. What types of air pollutants are associated with this facility? What are the health effects associated with these pollutants? What environmental impacts are associated with this facility? And what regulatory recommendations do you have for reducing these health and environmental impacts? Ensure that you locate, identify, analyze, and evaluate the public health and environmental effects of air pollution and the regulatory recommendations related to these impacts.
  • Part 2 — Operation of the Smelter. What types of water discharges are associated with this facility? What are the health effects associated with these pollutants? What environmental impacts are associated with this facility? And what regulatory recommendations do you have for reducing these health and environmental impacts? Ensure that you locate, identify, analyze, and evaluate the public health and environmental effects of water pollution and the regulatory recommendations related to these impacts.
  • Part 3 — Site of the Smelter. What types of public health issues do you see associated with the situating of this facility in a low-income neighborhood? What types of political and social issues do you see with situating this facility in a low-income neighborhood? What types of enforcement issues do you see associated with this facility? And what types of general recommendations do you have for meeting the issues you have identified? Ensure that you locate, identify, analyze, and evaluate the public health and environmental effects of water pollution and the regulatory recommendations related to these impacts.
  • Length should be 4–6 pages, excluding the cover page and references page.
  • Viewpoint and purpose should be clearly established and sustained.
