1. What if we used grant funds to operate a program to reduce crime through Crime Prevention Through Environmental Design...that is, operate an education program that helped individuals and businesses organize their areas and lighting to make it more difficult for criminals to operate? This could include better lighting in parking lots, obvious surveillance systems, and locating cash registers in areas that are difficult to get to for robbery offenders. What if we use grant funds to operate a program to reduce vehicle fatalities by installing highway pavement noise making devices to keep people from leaving the roadway during long stretches of open road? How about if we added pavement rumble strips in areas where excessive speed accidents tended to occur in order to make people pay close attention in these areas? These things are not free, but grants could be a big help in implementing them.
