 Read the case study on page 207 and provide the premise on the struggle to balance the budget

1) Identification of the pertinent issues related to the case;

2) perform a high level analysis and evaluation of the case study as appropriate; for example is the policy(s) program(s) strategies or outcomes producing satisfactory results and is the policy or program reactive or proactive etec.

3) Propose a plan of action and make recommendations to improve the policy or programmatic circumstances relating to the case study.  You must discuss it among your assigned study group and then post your group response for this case study.
