To preserve its cultural heritage, a country bans exports of works of art (it essentially prevents its artists from selling their work to people from foreign countries).
i) Is this ban more effective than say, putting a tax on exports of arts (i.e. not banning sales but asking the artists to pay the government if they want to sell the art to foreign people)?
