Do you think it is reasonable to give front-line employees the responsibility to influence their own environments to succeed in the area of occupational safety?  Do you think front-line employees are, or would be ready to, step up and take on that responsibility?  Is it reasonable to assume that supervision and management should step up to provide front-line employees with the tools, resources, and opportunity to take on this responsibility?
