Paper 1 will be not less than 8 pages PLUS a cover sheet and a bibliography. The topic for this paper is the importance of intergovernmental relationships between local, state, and federal government and elected officials on each level. Please ground your work in research, use peer reviewed articles (ask the librarian if you need help identifying them.) You may use either MLA or APA formatting.
