DO NOT USE ANY OTHER SOURCES FOR THIS PAPER. 

1. What is the problem? What are the most significant causes of this problem? Use facts and analysis from the textbook and assigned articles  to support your answer. 

2. What solutions do you think would help address the problem? What obstacles or challenges are there to implementing this solution? Make sure your proposed solutions address the problem you discussed in question 1. (Use the class materials and our class discussions to help you answer this question)
