I suspect the US is not on board with all the efforts tribuanls,courts and declarations of IL because  it doesnt seem to be stable and still has much controversy. It seems weak and ineffectual because it lacks the authority of sanctions of domestic law. To do research thru law books instead of marching there troops, but this not really convenient if both countries are not in agreement. International law regulates exchanges between  states in predictable ways, if existing law is followed or new law is created, even thou it is there to serve and protect it has too much wishy washy unstableness behind it, allowing states to behave in particular ways...that is why I don't trust it. And please don't brake the contract., and to be force to do something even if you don't want.
