Ethical leadership is particularly complicated when the atmosphere for ethical decision making is emotionally charged. This was the challenge confronting the leaders chosen to administer the Victim's Compensation Fund following the terrorist attacks of 9/11. The ethical dilemmas involved in deciding how to distribute these funds often involved value conflicts and compromises. Value conflicts and compromises occur when the situation is not black or white and there is not a single right solution. For this Application, you take an in depth look at the ethical dilemmas related to the Victim's Compensation Fund.

A statement in which you describe what ethical dilemma(s) came about in the administration of the Fund.
