personnel reform in the states of Georgia and Florida questions

  In Georgia they instituted the Georgia Gain system which assured bureaucratic responsiveness to executive leadership. Florida’s Service First personnel system was also about bureaucratic responsiveness to executive leadership.  After reading the two reform efforts, answer the following questions:  (

 

1) Was there any  differences in what was accomplished in civil service reform in Georgia as compared to Florida?; 

 

(2) In your opinion, could such reform efforts prompt abuse of the system by supervisory and management officials?
