While the greatest global environmental challenge of the day—global climate change—has inspired considerable pessimism, global environmental governance has some notable successes under its belt. In the 1980’s, international agreements were made that led to a couple of global problems—acid rain and ozone layer depletion—being largely solved, as discussed in the second half of ch. 14.
