Outline two or three factors that were critical to passage of the
Civil Right Act of 1964. For each factor, discuss the role that factor
played in shaping the congressional debate (and votes) in the House of
Representative and Senate, and identify it that factor was a necessary
condition (i.e., passage would not have occurred if it was absent).
Then identify the presence (or absence) of those factors in modern
congressional decision making and evaluate whether we could see
something as momentous at the Civil Rights Act of 1964 pass in the
114th Congress (2015-2016)
