Natural Resources Question

I just need an answer of Natural Resource.

1- your state's governor has put you in charge of water policy for the state. The aquifer beneath your state has been over pumped, and many wells have run dry. Agricultural production last year decreased for the first time in a generation, and farmers are clamoring for you to do something. Meanwhile, the state's largest city is growing so fast that more water is needed for its burgeoning urban population. What policies would you consider to restore your state's water supply? Would you try to take steps to increase supply, decrease demand, or both? Explain your choices.
