Based on the documentary that you watched in class, and the panel discussion in the link provided, please do your own independent research into the Rikers Island Correctional facility and explore whether you agree or disagree with this statement. Please take into account any incidents or events that prove/disprove this statement, and include them into the first part of your paper.

In the second part of your paper, you should explore the recent sentiment by New York State Governor Andrew Cuomo, who believes that Rikers should be shut down. Do you believe that this is the correct way to go? Do you think that Rikers could/should be reformed instead of being abandoned all together?

Please write a four (4) page response to this issue, citing relevant sources in the APA format. All papers should be posted on BlackBoard, as well as turned in via hardcopy.
