The 2007 Maritime Strategy and the widely-anticipated update to that strategy

– CS-21Refresh – emphasize “cooperation” as a key to securing the global maritime commons.  Section III of CS-21R identifies five maritime capabilities necessary to support our National Security.  Select a major region (e.g., PACOM, NORTHCOM, CENTCOM, SOUTHCOM, AFRICOM, or EUCOM) and state which of the CS-21R maritime capabilities you feel is the most important for the near term (i.e., 3 to 5 years) in that region to support our National Security.  Explain your reasoning
