Military Curtailment Justification letter

I am not sure if you can help me or not, but I need an emergency real quick Memorandum justifying why I should have my overseas tour shortend from 36 months to 29 months.  The justification I am trying to use is not being able to acquire certain NC scholarships over here in Germany based on certain residency requirements. My daughter will be starting her Junior year in High school in August of 2018 and I am trying to PCS on 01 August 2018.  I need to be able to show that by her being there for her entire Junior year increases her chances, is a requirement for certain scholarships and that she has to be there in NC for at least 12-24 months.  Her school of choice is NC State.

Any assistance that you can give will be great. I will pay $25 for the paper and an additional $25 if my curtailment is approved.  The memorandum only needs to be 1-2 pages and show proof of 1 or 2 NC state scholarships supporting this.
