Locke and Jefferson

Locke and Jefferson wrote about "natural rights," something we as Americans hold dear. Combined with these rights are responsibilities. What responsibilities go along with the rights of: (1) free speech; (2) bearing arms; and, (3) a democratic society? (Kant has some lessons that can and should help you here.
