Can someone answer this question use references to support the answer?

 

Review the case excerpt for Snyder v. Phelps and answer the following questions: Is the distinction between "public" and "private" concerns the proper test to determine whether the First Amendment shields specific speech?  Why or why not?  Can private concerns be turned into a public concern by carrying a sign that professes a public issue?  Why or why not?
