Neither your friend nor her grandmother is very familiar with bonds, except that they are aware that they are supposed to be safe. It is your understanding that the U.S. government does not directly solicit these investments from the public. Since you are studying finance, your friend has asked you for help.
Search the U.S. Department of Treasury website, Treasury Direct (http://www.treasurydirect.gov/tdhome.htm) and find the area about frauds, phonies, and scams. Write a letter to your friend summarizing what you found and give her some ideas for further research.
