Intelligence Threats (W-6)

Discuss the ethical issues that come into play in our conflict with Al Qaeda both in Afghanistan and elsewhere in the world.  What considerations do we have to take into account?   Do we need to take the moral high ground?  What is the moral high ground in a conflict with a different culture?
