Increase Regional Security - Kenya

You are working the Africa Desk as an analyst at DoS and get a request from the Ambassador to Kenya for supporting info for a proposal to increase regional security cooperation in that nation.  Draft a white paper providing general background on Kenyan military capabilities, stability of the government, and suggestions on how US support can specifically aid regional security cooperation.  You must also take into account the potential role of the United Nations as an international military force which could intervene in the region.  Clearly identify the goals to be achieved in such an effort as supporting justification for increased US involvement and cite any theories or concepts from your readings and research that might also support the ambassador's request.  Clearly identify the role tribal politics and competition will play in all of this.
