Provide a history of the originating issue. Generally discuss what happened to create the issue, call attention to it, or make it known. (Often, this is a crime or other event that gains advocates and publicity.)
Trace the issue through all steps of the criminal justice policy process in detail (problem identification, agenda setting, policy formulation, policy implementation, and policy evaluation). Be sure to include obstacles that arose at every level of the process and how they were overcome.
