History of Emergency Management 

This assignment should take about 3 hours to complete. The purpose of this assignment is to learn about the history of the Federal Emergency Management Agency and how its role has changed over time.

1b. What were some of the problems in making FEMA a competent agency? How were these problems addressed under James Lee Witt? 

1c. How did the role of the Federal Emergency Management Agency change after the terrorist attacks of 9/11 and the creation of the Department of Homeland Security? 

1d. What changes were made to improve FEMA after Hurricane Katrina?
