The statement must indicate your position on the issue...whether you are for or against something.  That's why it can't be a question.  Questions are, by nature, open-ended and can be answered lots of ways.  For an Argument, you must argue for OR against something, and the rest of the essay proposes reasons for your position.
Therefore, it can't be 'effects.' basically thats the description
