The argument that an “adequate standard of living” is a constitutional right, endowed by the Creator in the rights of life, liberty and the pursuit of happiness; has been debated since humans first assisted other humans. The historical position on the interpretation of this has shifted numerous times.  Present your position on the level of assistance appropriate in providing services to move toward self reliance.  Include in your position; how to fund, and deliver, and the ultimate goal of the assistance. Provide a specific example taken from real life, in your discussion post.  For example, use examples that might fall under the Community Mental Health Act or the Aid to Families with Dependent Children program.  Respond to two of your classmates’ posts.

The Five Federal Laws and the Human Service Movement
Discuss the intent of each of these five laws that are presented in Chapter Two of your course text: 

1.   The establishment of the National Institute of Mental Health (1946)
2.   The Mental Health Study Act (1955)
3.   The Community Mental Health Centers Act (1963)
4.   The Economic Opportunity Act (1964)
5.   The Schneuer Sub-professional Career Act (1966) 

Additionally, describe the role of the National Organization for Human Service Education and the Council for Standards in Human Service Education in their application.

2. Supportive Services  
   In Chapter 10, the author discussed three major types of supportive services.  Give two examples of situations you might encounter as a human service professional that would fall under these categories.  What services would you recommend and what benefit would you expect they would provide?  Respond to two of your classmates’ posts.

Strengths of Youth Service Organizations for the Human Service Professional
Youth service organizations have undergone numerous changes in the United States, dating back to the late 1600’s.  Select one of the organizations listed that is active today, i.e., YMCA, Boys and Girls Club, Boy or Girl Scouts of America.  
Research their current role in youth work, development, value messages and services.  What advantages does the organization you selected offer to the youth in today’s culture?  How would you integrate this organization into your work as a human service professional?  
Prepare a two- to- three page paper (excluding title and reference pages) that utilizes a minimum of two scholarly, peer-reviewed sources that were published within the last five years, in APA format.

1. Discrimination of the AIDS Population 
   In Chapter 13 of the text, the author gives an analogy concerning discrimination of the AIDS population.  It is under “Who Is Responsible for AIDS?” in the second paragraph.  Post your reaction to his analogy and comment on his statement “Groups of disposable people.  What strategies/tactics can the Human Service worker apply/utilize to combat this type of attitude?  Respond to two of your classmates’ posts. 
2. Substance Abuse Treatment  
   The treatment of substance abuse is one of the most complicated behaviors to bring about effective and lasting change.  The author states in Chapter 15:  “Failure to identify the contributing and resulting connections between substance abuse and the client’s presenting problems with health, the law, money, work, school, society, family, and self will spell a decisive failure in care, however well packaged the plan and well intentioned the delivery”.  Should human service professionals be required to have additional certification in the treatment of this population?  Why or why not?  Support your discussion with a minimum of one scholarly, peer-reviewed source that was published within the last five years and cited according to APA guidelines.    Chapter 18 of the text takes an aggressive adversarial role in accomplishing the human services agenda.  Do you agree with this approach?  Why or why not?  If not, what approach do you suggest and why? 2. Right of Privacy 
   The right of privacy is a major component of confidentiality.  Chapter 22 discusses the importance and application of this right.  Discuss your ideas in terms of the human service profession of how the right to privacy can be protected in an evolving, open information society? What laws pertain specifically to human service workers in protecting/honoring patient/client confidentiality? Provide a specific circumstance/case/example drawn from real life.  Respond to two of your classmates’ posts.

   Cultural diversity will continue to be an active aspect of the human services profession.  In Chapter 26 of the text, Table 26.1 breaks down “value emphasis” across four major cultural groups.  Post how you feel the human services professional can broaden their skills to meet the needs of various cultural values.  What are the challenges involved in achieving this goal? Support your discussion with a minimum of one scholarly, peer-reviewed source that was published within the last five years and cited according to APA guidelines.  Respond to two of your classmates’ posts.  
2. Technology in the Human Service Field 
   Chapter 28 presents historical challenges to creating “a sense of personal meaning and value in life” with the growth of technology. What additional supports/strategies might be used to complement using technology in the human services field?  How can these services be used to enhance socialization?  Respond to two of your classmates’ posts.

Final Paper
Research Paper
During Week 5, you will write an eight- to ten- page research paper (excluding title and reference pages) that addresses a particular human service profession.  The text lists numerous occupational titles (p. 125).  After choosing a title that interests you, research and develop a paper that includes the following topics as related to your chosen profession:  

1.   NOHSE standards
2.   Historical perspective on federal laws relating to your profession
3.   Confidentiality
4.   Ethical responsibilities  

Describe the unique aspects of your profession in the human services field as well as the general applications that may apply to most or all other human service professions. Include a minimum of five scholarly, peer-reviewed sources that were published within the last five years, cited according to APA guidelines as outlined in the Ashford Writing Center in your paper. 
Writing the Research Paper

1.   Must be eight to ten double-spaced pages in length, and formatted according to APA style as outlined in the Ashford Writing Center.
2.   Must include a title page with the following:

a.   Title of paper
b.   Student’s name
c.   Course name and number
d.   Instructor’s name
e.   Date submitted

3.   Must begin with an introductory paragraph that has a succinct thesis statement.
