1.    Do you think it is ethical to charge a smoker more for health care coverage? Why or Why not? What about a person with Cystic Fibrosis?

I believe that it is ethical to charge a smoker a higher premium due to the known health risks that come with smoking. Also, with smoking being a choice or a hobby and not something that developed on its on or born with, and having the choice to quit and assistance from insurance companies to quit, smoking is preventable. For a person with a disease such as Cystic Fibrosis that is an inherited disease and is not fault or action of those that suffer from it, I feel it is unethical to charge them more. Those that suffer with a long term or incurable disease have to pay the medical costs for treatment, care, and management of the disease. Since diseases such as Cystic Fibrosis are not caused by a bad habit as the diseases caused by smoking are, I feel they should not be charged more for health care coverage compared to those that smoke.
