Fee for services

Currently, almost all billing the the US Health Care System is based upon "Fee for Service".  A health care provider charges for all procedures performed and receives payment for the service performed.  However, that is changing as more and more of the industry is trying to go to "Payment for Outcome" or "Pay for Performance". 

Do some research and see if you can explain the difference between these two systems.  In addition think through the changes this movement may cause in the what information is obtained, how it is stored and how that effects the payment system.
