a.  All employers (regardless of their size or federal contractor/subcontractor status) should be required to implement and keep up-to-date affirmative action plans;

or

b.  All employers (regardless of their size or federal contractor/subcontractor status) should be required to utilize E-Verify to verify the employment eligibility of all new hires and current employees.
