Topic for homework help

The potential topic  for my justification report may be creating a before and after school program for middle school students. I am retired now and and this project would also be the creation of a workplace for myself. I live near a middle school and I see the students going to and leaving school. There is a huuge number of walkers and they linger around a convenience store and in parking lots at a strip mall, exhibiting some unruly behaviors. There aren't any places or activities in the area for these students. School starts late for them, around 9:30 and lets out, around 4:15. I'm sure that most of their parents are  at work before they leave for school and when they return home. My program would be a place where ther parents could drop them off when they leave for work and can pick them up after work. I would offer a continental breakfast in the morning and a hearty snack in the afternoon. There will be a program set up that also offers tutoring,mentoring, and participation in the arts. I would also be open on Saturdays for a full day. 

The criteria I would use may be cost, location, availability of staff, recommendations from the principal at the school, and parental involvement. I chose these criteria because critical to my decision to start the program and would help in planning process.
