The United States can be seen as having a two-tier public education system, with schools in higher-income areas (usually suburban school districts) having more resources to provide quality education.  School failure is mostly confined to low-income neighborhoods.  In schools where low-income students make-up 75 percent of enrollment, 15-year old students scored second to last among 34 OECD nations.[1] 

 

What policy solution(s) do you propose to solve this inequity in the public education system?  Discuss effectiveness, efficiency, individual choice and economic freedom, and equity considerations of adopting or not adopting your policy preference. Cite also any political acceptability or administrative feasibility issues.
