It is often the sanctions schools face that receive the most attention in the high-stakes testing movement.  To what extent is it fair to hold schools and, specifically, teachers accountable for student performance?  Are there extenuating circumstances that should be taken into consideration?  What is the impact to the student and to society if students cannot perform?
